1st of all make sure to install the most recent version of GFWL, than try setting the fuel.exe and seculauncher.exe to run in compatibility mode with windows vista or 7. Gta 4 and Gta 4 EFLC doesnot start on windows 8. But if you go to the games folder, right click the file and 'Run as administrator', the game will run. And i've confirmed that the issue is linked to my specific main account. Even now on a brand new computer with a fresh windows install and a fresh steam install i get to kill the process at least 5 times until it actually launches.
